B & T settings not working

I am new to Graphic Camera's and have recently purchased a speed graphic with 135mm f4.7-32 Wollensak lens. Initially none of the shutter speeds were working well, but with a bit of fiddling they now work accuratly intermittently - probably needs a bit of a clean. However, the B & T settings don't work properly, they shoot arount 1/100 second but the shuter wont stay open. Does this sound like a serious fault to anyone? I mainly do landscape photography so the ability to have the shutter open for long periods is imperative. Is this lens worth getting serviced or should I look around for another?

CLA will fix it.
B=bulb=shutter stays open as long as the shutter release is held down, shutter closes when shutter release lever is released.
T=time=trip shutter,shutter opens and stays open until shutter release is triped again or shutter speed dial is turned to another speed.
Cock shutter before trying to trip on either B or T.
Not working at either setting=lever A not moving to position B to block arm C from moving past point G.
Dried oil=glue.

I have the same problem with a 135 mm 4.7 Graflex Optar. Who is CLA?

CLA=clean-lubericate-adjust available from large format shutter repair services or DIY if you are mechanically inclined. Search this section keyword: shutter repair

Thanks for the advice guys, I had the lens CLA'd and it works fine - all functions.
