This is a problem with using old equipment, it's constantly
degrading and giving off dust, this is particulaly true with and
old focal plane shutter.
The best advice is to pull the bellows out so they are taught, pull
the lens and the ground glass off and use either a computer vacuum
or canned air and blow the bellows out. Do this a couple times a
week and it should improve.
Spraying any kind of binding material (lacquer, hairspray, adhesive, etc) will reduce the flexiblity of the bellows and lead to pinholes and cracks, which is a lot worse than dust on the negs.
