Try moving the actuators of the solenoids up and down if they move freely and exhibit no binding they are probably OK.
My best guess is either there is corrosion on the battery contacts in the flash handle, or your sync cord is not making proper contact. The best way to check this out is with a Multimeter ( everyone should have one of these, available often for less than $15 at Radio Shack)With a 3 cell flash handle you should have 4.5Vdc. Which is more than enough voltage to fire the solenoid (will work with only 2 cell 3.0Vdc). With the multimeter you can also check if you have continuity in your sync cords.
To clean the contacts, I usually use a Drummel tool with a fine wire brush, or fine sandpaper 320 grit wet/dry,
You might try tapeing the sandpaper on the end of a broom stick to reach the battery contact up inside the flash handle..(DO NOT disassemble the upper part a lot of parts will fall out, OOOPS)
