I can think of two reasons for this.

1. The solenoids are 50+ years old and just don't pop like they did when they were 20

2. Over the years somebody might have fiddled with the position of the shutter and taken the play out of linkage that the solenoid needs in order to work.

3. There is enough internal resistance in the flash unit to drop the voltage enough to cause problems.

Answers:
1. Try to find a different solenoid

2. Move the shutter around so there's some play in the linkage and try it.

3. Brush/sand/polish all brass and aluminum contacts /pins etc to cut down on resistance.

I'm curious, are these Graflex solenoids or Heiland ? Heilands will say HR on them the Graflex solenoids usually will have a 2 or a 3 on the body indicating a 2 cell or a 3cell solenoid. I've had problems with Heiland solenoids, but not so much with Graflex
