Is a digital scan of a 4x5 transparency of a noticably higher quality than a scan from a 35mm negative made with a fine 35mm camera?
What kind of equipment is used to make the scans offered by graflex.org? It's not just a flat bed scanner is it, but has some kind of transillumination? Thanks.

Assuming the lens on the 4X5 camera is of high quality, you will definitely start with a negative of higher resolution than one from a 35mm camera. Most of us can't affort a laser drum scanner so we use flat bed scanners with "transparency" adapters or built in transillumination. If you're into everything from 35mm, through medium format, to 4X5; I can recommend the Epson 2450 Photo Scanner. It comes with a built in transillumination lid and includes negative holders for 35mm film strips, 35mm mounted slides, 120 film, and 4X5 sheet film. It provides 2400 X 4800 dpi resolution (without interpolation). I purchased mine from B&H for $379. Keep in mind that scanning a 4X5 at 2400 dpi will create a huge file, even after compression to a .jpg.
